You haven't opened the file yet then. ".doc" tells you that this is a Document file. You already found the name; be sure you decoded it right.

I had problems overthinking this one. I thought it would take me years to solve it.
Copy the numbers, but write them in pairs instead of six-digit groups. There's 12 pairs. What has twelve things where these numbers would be significant (28, 30, 31). But there's only one.

And yes, the server is still down!
